France Strengthens PFAS Regulation: A Closer Look at Bill No. 2229

On February 20, 2025, the French National Assembly introduced Bill No. 2229, a key development in PFAS Regulation in France aimed at reducing exposure to per- and polyfluoroalkyl substances (PFAS). Commonly called “forever chemicals,” PFAS appear in many industrial and consumer products because they resist heat, water, and oil. However, their persistence in the environment and potential health risks have led to growing concerns. This new legislation introduces progressive restrictions on the use, production, and industrial discharge of PFAS in France.

New Restrictions on PFAS-Containing Products

As part of France’s efforts to reduce PFAS, the bill proposes a phased ban on PFAS-containing products to limit their impact. From January 1, 2026, the manufacture, import, export, and sale of specific PFAS-containing products will be prohibited, including:

  • Cosmetics
  • Ski waxes
  • Textiles and footwear, except for protective gear used in national defense and emergency services

By 2030, the ban will extend to all textiles containing PFAS, with exceptions for essential uses where no alternative exists. These exceptions will be determined by government decree.

Stricter Environmental Monitoring and Industrial Restrictions

Beyond product bans, France’s bill on PFAS introduces enhanced environmental monitoring and stricter industrial discharge controls.

  • Companies classified as Installations Classified for the Protection of the Environment (ICPE) will be subject to a €100 fee per 100 grams of PFAS discharged into water, with mandatory reporting for emissions exceeding 100 grams per year.
  • Authorities will strengthen sanitary water controls to monitor contamination levels and create a public map of PFAS-emitting sites.
  • Industrial facilities must completely eliminate PFAS discharges into water within five years of the law’s enactment.
