EPA Webinar on New Chemical Risk Management Actions under TSCA

On April 6th, 2022, the US Environmental Protection Agency (EPA) held a webinar on “New Chemical Risk Management Actions under TSCA”. Back in January 2022, EPA announced it planned to streamline the review of new biobased or waste-derived chemicals that potentially replace current, higher greenhouse gas (GHG)-emitting transportation fuels. The webinar series addressed regulations under the Toxic Substances Control Act (TSCA), outlined streamlined methodologies for risk assessments and risk management activities, and provided information on how to navigate the new chemicals premanufacture notice (PMN) process.

Significant New Use Rules (SNUR), which identify a potential new use of a chemical as “significant”, have also been reviewed. If a chemical is the subject of a SNUR, anybody planning to manufacture, import, or process it for a substantial new use must file a significant new use notice to EPA at least 90 days before starting that new use. While it may appear to be one, a SNUR is not a prohibition or restriction on the use of a chemical. EPA employs SNURs to look into novel uses that could cause problems by changing people’s or the environment’s exposure to chemicals.
